The telecommunications industry is being shaped by significant changes in regulation, technology, and customer demand. The complexity and extent of these changes implies that we can only examine a limited number of issues within the confines of a single article. Historically, telecommunications was synonymous with telephony, the transmission of voice signals. Data communications evolved more or less separately as did video networks. However, today’s telecommunications is characterized by so-called digital convergence, where the lines between voice, data, and video networks are increasingly blurred. Customers want integrated access to a variety of voice, data, and video services, all at a reasonable price.
